The spy who tried to stop a war: Katherine Gun’s Courage of Conscience

Katherine Gun was 27 in January 2003, working in England as a translator and intelligence analyst for the British secret service.  At that time, the American and British governments were beating the drums for war against Iraq.

Iraq did not have weapons of mass destruction, but President George W. Bush and Prime Minister Tony Blair, echoed and amplified in the British and American mainstream news-media, claimed Iraq did have such weapons.  They argued that a preemptive attack on Iraq was therefore justified.  Bush and Blair sought United Nations approval for the war, knowing that such approval would give the war a veneer of legitimacy.

Risking prison and the ruination of her life, marriage, and career, Katherine Gun released a classified memo to the press.  The memo was from America’s National Security Agency (the NSA).  The memo was to GCHQ (Government Communication Headquarters, the British equivalent to the NSA), where Ms.. Gun worked in one of its specialized branches.

The classified memo asked England’s secret service to spy on U.N. Security Council diplomats, and to pass their findings to the National Security Agency.  That information could then be used by the Bush Administration to bribe and blackmail targeted U.N. diplomats to vote in favor of the war.

Knowing that she was breaching England’s Official Secrets Act, and thereby committing what the law calls “treason,” Ms. Gun hoped that publication of the secret memo in Britain’s press would force a public reexamination of the war’s legitimacy, and, ideally, prevent the insane loss of life and tragic suffering that war would surely entail.

Ms. Gun was well aware of the Anglo-American push for war against Iraq.  It was the major news of the day.  However, to Ms. Gun, it didn’t sound right – it didn’t feel right – as Iraq had long been enduring international sanctions and Anglo-American surveillance.  The claim that Iraq had WMDs didn’t make sense.  To check the validity of her intuition, Ms Gun informed herself further by reading books on Iraq’s recent history and its tensions with the West.

Thus, already suspicious of the Bush-Blair trajectory toward another act of international violence, Ms. Gun viewed the memo as confirming illegal activities in support of an illegal war.

She felt an instantaneous revulsion at the moral hypocrisy of so-called statesmen; she saw the memo’s explosive potential; and she felt an obligation to the British people to show them that they were being lied to and manipulated.

Throughout February, 2003, Gun’s memo did not appear in the press; then, in early March, it did appear, two weeks prior to the American start of the bombing of Iraq which President Bush called “shock and awe.”

Publication of the memo caused an international sensation.  GCHQ began an immediate hunt for the whistleblower.  Ms. Gun at first denied that she was the leak.  The following day, not wanting her colleagues to suffer suspicion and humiliation, she confessed.

Arrested and interrogated, Ms. Gun was asked if she worked for the British government.  She said no, governments come and go; she works for the British people; she “does not gather intelligence so the government can lie to the British people.”

Out on bail, it was eight months before Katherine Gun was charged with violating the Official Secrets Act.  Her defense team prepared a “defense of necessity” case on her behalf.

“Defense of necessity” means that a person has legitimately violated the law in order to prevent harm or loss of life.  (For example, breaking the speed limit in order to get a grievously wounded person to a hospital.)

In preparing a “defense of necessity” case, Gun’s legal team was putting the war itself on trial.  The prosecution would be forced to reveal the various Anglo-American “dirty tricks” designed to drum up support for the war.

On the first day of the trial, the prosecution dropped all charges, and Katherine Gun was a free woman.

Release of the memo did not stop the war, but it did cause the U.N. Security Council to deny approval for the war, depriving Bush and Blair of the U.N. blessing they were hoping for.

The Katherine Gun story was barely covered in America’s news media, yet it parallels in highly relevant and fascinating ways Daniel Ellsberg’s release of the Pentagon Papers to the New York Times in early 1971, Ellsberg risking prison to try to halt the ongoing slaughter in America’s Indochina holocaust (euphemistically called The Vietnam War).

Katherine Gun has recently been nominated for The Peace Abbey Courage of Conscience Award.  In an interview for Vanity Fair (August 30, 2019), she offers this reflection as the fruit of her experience:

“In any walk of life, you can choose to do the right thing.  At the end of the day, we are accountable to our conscience.  We should think about that and remember that.”

May what is unseen become seen.

May the hidden dynamics of oligarchy and empire be revealed to all of humanity.

May the depravity of the powerful be exposed before everyone.

May government secrecy end.

May the public become aware of the pervasiveness of mass media propaganda.

May people realize that they’ve been deceived about the world since childhood.

May there be a widespread recognition that things are not as they seem.

May obfuscation and distortion be replaced with truth and clarity.

May the public grow more conscious of the reality of class dynamics.

May the public see money for the made-up game that it is.

May people begin clearly perceiving the horrors of war and economic sanctions, and feel it all.

May awareness sink in of the need for urgent climate action.

May we clearly see the existential need to begin collaborating with each other and with our ecosystem before we destroy it all.

May we all become conscious of racial and sexual dynamics and inequalities.

May we all look squarely at the unacceptable cruelty of factory farming.

May manipulators and abusers everywhere be recognized for what they are.

May abusive dynamics everywhere be clearly seen: in nations, in communities, in families, in relationships.

May unwholesome interpersonal relationships move into clarity or meet a natural end.

May unjust restrictions on consciousness-expanding substances be ended.

May everyone everywhere become conscious of their inner workings.

May our psychological trauma move into the light where it can be healed.

May our unconscious mental and perceptual habits move into consciousness.

May we all become conscious of the illusory nature of self and separation.

May we all become conscious of how experience is really happening.

May we all become conscious of our own true nature.

May we all see clearly what is happening, both inwardly and outwardly.

May we use our clear perception to move efficaciously in this world, and collaborate as one toward health and harmony.

May we build a sane and healthy world together that is based on truth and clear seeing.

Politics, Power, Peril: Twenty-Four Assumptions for Discussion and Debate

  1. Politics is about the “distribution” of power;
  2. Power is the capacity to effect “change” through control and domination of power sources and distribution;
  3. “Asymmetric” distributions of power risk abuses of individual, group, and nation rights, privilege, and choice;
  4. “Governance” constitutes a structure, organization, and process for monitoring, distributing, and sustaining power;
  5. Vertical “governance” structures and processes are subject to abuse via hierarchical concentrations of power;
  6. Societal population sectors with disproportionate wealth, privilege, and position can establish power “hegemony” (i.e., excessive self-serving influences);
  7. “Hegemonic” power sanctions use of “force” both to maintain control, dominance, and influence, and to preserve the status quo favoring power bases;
  8. “Force” options used by those in power include violence, war, “total” war, assassination, false flags, propaganda, deceit, character defamation, and assassination;
  9. “Absolute” power may be invested in a dictator, secret government, established government-military-corporate-media-educational complex, and/or cabals of undemocratic sources;
  10. “Absolute” power corrupts “absolutely;”
  11. All forms of power corruption result in asymmetric distribution of rights, privileges, and opportunities;
  12. Power corruption is evident in cronyism, bribery, favoritism, secrecy, advantage, force, nepotism, tribalism, and excessive wealth accumulation;
  13. “Absolute” power does not yield readily to public criticism, disapproval, or condemnation;
  14. Legal, ethical, constitutional, and moral codes of power distribution are often “biased” in favor of those in power, resulting in “injustice;”
  15. Power “injustice” abuses result in reactive and compensatory uses of “force” by victims of “injustice,” including protests, rebellion, violence, and “allegations” and “accusations” of “terrorism.”
  16. “Non-violence” protests are the best choice among victims seeking redress from power abuses. If this non-violence fails to effect change, other forms of violent redress may be pursued by those dissatisfied by continued victimhood.
  17. “Injustice,” associated with power asymmetries, can be changed and neutralized by transparency, accountability, and equality among power sources;
  18. Inherited power sources are among the most egregious power abuses. These familial sources of power often continue generations of offense, and should be subject to public legal, ethical, and moral scrutiny and appraisal;
  19. Understanding and acceptance of assumptions about politics, power, and perils of power are essential requirements for citizenship;
  20. Liberation education, theology, psychology, and philosophy assertions and proposals, expressed eloquently in the work of pioneers, including Paulo Friere, Ignacio Martin-Baro, and Martin Luther King, Jr., contesting the sanctioning of power by corrupt national and international sources.
  21. If trust in governance is lost or abandoned because of power abuses, governance purpose, meaning, and “integrity” are subject to remediation;
  22. Integrity must be a guiding arbiter of individuals, groups, or nations involved in the distribution of power;
  23. Those elected to positions of power, based upon expressed political platforms and personal values, must be held to their expressions or should be compelled to resign on the basis of deceit, betrayal, and immoral election abuses;
  24. Terrorism, by and among terrorist individuals, groups, and/or nations, must be contextualized within a framework of mal-distribution and abuses of power.

I offer these 24 assumptions regarding politics, power, and peril to promote both public-forum and education-setting discussion and debate. World populations have now consciousness of the consequences of power asymmetries, especially preservation of entrenched financial interests through endless wars and military occupations by cabalistic Western powers. Cui Bono?

Throughout our world, civil, national, and international strife and struggle abound. Lies, deceit, and propaganda flood our minds, seeking acquiescence, submission, and control. At stake are anachronistic actions and ideologies of colonization, imperialism, and empire.

Tragically, these century-old disgraceful remnants remain and thrive amid government-corporate-military-media-education complexes. This anachronistic complex must be considered a “fascistic” concentration of power, seeking to homogenize populations for control, domination, and exploitation.

Institutions (i.e., religion, education, government, commerce, and media) created to support and preserve equality, justice, and opportunity, are now sources of human and natural peril. We stand and fall at the cusp of the world’s destruction, seemingly oblivious to tragic unfolding events, and helpless in our efforts to address them.

There are a score of hot wars occurring (e.g., Syria, Afghanistan, Ukraine, Congo, Sudan, Nigeria, Israel-Palestine), dozens of failed states (e.g., USA, Venezuela, Brazil, Mexico, Honduras, Pakistan), numerous examples of starvation, famine, and poverty (e.g., Somalia, Congo, Sudan, USA, Ethiopia, Libya).

Concerns for these situations have been spoken and written before, in both flawed and aspired documents seeking to improve the human condition. Perhaps we all need reminding of the Declaration of Independence, USA Constitution, Universal Declaration of Human Rights (UDHR), Gettysburg Address, Magna Carta, Sermon on the Mount, and all eloquent and inspiring words offered by gifted and courageous seekers of peace and justice.

What happened? Idealism lost! Connections denied! Solidarity mocked! History forgotten!

“Give me your tired, your poor, your huddled masses yearning to breathe free. The wretched refuse of your teeming shore. Send these, the homeless, tempest tossed, to me: I lift my lamp beside the golden door.”
